The .NET framework itself is provided by Microsoft at no charge at: http://msdn.microsoft.com/netframework/downloads/default.as p You can freely install the framework on the server and the clients - its considered an addition to the O/S. What you need to pay for is Visual Studio, which comes in a variety of flavors from one of several single language "Standard Editions", to Visual Studio Enterprise Architect which runs around $2.5k(US) (I think).
